A.Reporting about flood disasters in Cagayan River Basin, Philippines

  1. Flood events

    Number of Barangays Flooded and Persons Affected Region 02, CY 2004 to 2006 (Regional Development Council II 2006, Cagayan Valley Flood and Mitigation Master Plan CY 2006-2030) - The disaster damage report forwarded by the Office of Civil Defense (OCD) Region 2, which is the secretariat of the Regional Disaster Coordinating Council (RDCC), provides the following recent data on the damages and the total number of affected barangays and persons in the region. From 2004 to 2006, total damages reached 4.57 billion Pesos of which about 90% is accounted by damages to agriculture.

    Recent typhoons and weather disturbances in 2020 (Cagayan Valley Regional Disaster Risk Reduction and Management Council, 2020)

    • Typhoon Quinta (Oct 23-27, 2020)-Flood water at waist to knee-deep level in the municipality of Claveria, Cagayan. There were 7,568 families affected, 1 casualty, 7 damaged houses, 29.26 million pesos damages to irrigation facilities, 455.39 million pesos damages to infrastructure in the Region.
    • NE Monsoon enhanced by Typhoon Vicky (Dec 18-20, 2020)- 2 cities and 22 municipalities were reported flooded due to this weather disturbance. Typhoon Vicky did not pass through the Cagayan River Basin but enhanced Northeeast monsson. there was 1 casualty and 1 missing due to capsized boat in Pamplona, Cagayan. There were about 23, 228 families affected, more than 418 million pesos damages to agriculture, 4 national roads and 5 bridges, 43 secondary roads and 34 overflow bridges reported affected.
    • Tail-end of a cold front and Typhoon Ulysses (Nov 8-13, 2020)- there were 1,032 barangays affected by floods, 30 dead and 15 injured, 1,478 damaged houses, more than 1.88 billion damages to agrifisheries, almost 4 billion infra damages, 183.6 million pesos damages in irrigation facilities, 142 million pesos damages in schools and more than 37 million pesos damages to power facilities.
    • Tail-end of a frontal system and NE monsoon (Nov 28 - Dec 18, 2020) - 1 city and 12 municipalities flooded in the region. There were 1102 families, 4 national roads, 18 secondary roads, and 20 bridges affected.
    • Typhoon Pepito (Oct 19-Oct 22, 2020) - there were 3 flooding incidents in the region with details below. there were 843 families affected, 4 houses partially damaged, more than 1 billion pesos losses in agri-fiheries, more than 22M pesos damages in agriculture, 310M pesos damages to infrastructures.

    • Localized thunderstorm and SW monsoon (Oct 11-13, 2020) - 7 bridges was unpassable due to swelling of the river.
    • Northeasterly surface windflow in the region (Oct 16-18, 2020) - flooding happened in Maddela due to overflowed drainage canal where 2 families were affected
    • STS Siony (Nov 1-6, 2020) - 2 individuals were evacuated in Batanes, 7 roads and 7 bridges unpassable
    • STS Rolly (Oct 29 - Nov 3, 2020) - 241 families were affected, more than 880M pesos damages in agriculture, 3.5 M pesos damages in infrastructure in the region.
    • Tail-end of a frontal system (Dec 29-31, 2020)- 1 city and 3 municipalities were flooded, 508 families were affected, 2 persons missing and 1 overflow bridge was not passable.

B.Reporting about flood disasters in Vu Gia-Thu Bon Basin, Vietnam

Floods are natural disasters that cause the most damage to people, property and infrastructure. Between 1997 and 2007, floods caused 589 deaths; 33 people are missing; 1550 people were injured. Property and infrastructure damage amounted to VND 9436.5 billion.

  1. Flood event (1999)

    Most of the delta districts and Da Nang city were flooded. Districts were flooded 1-2m deep for many days such as: Nui Thanh, Dai Loc, Dien Ban, Duy Xuyen, Hoi An town, Tam Ky,... Most of the traffic routes were blocked due to mountain landslides. National Highway 1A and the railway crossing through Quang Nam were flooded 1.5-2.0m deep and damaged many sections, causing traffic jams. Damage in both floods in 1999 was 118 deaths and an estimated damage of 758 billion VND.

  2. Flood event (2007)

    The big flood in 2007 has flooded 125/233 communes in the whole province, with nearly 200,000 households. 47 people died, 1,518 houses collapsed and swept away and much other property infrastructure was damaged. About 200,000 people had to be rescued due to a lack of food and essential necessities during the flood. The total material damage caused by the flood is estimated at about VND 2,000 billion.

  3. Flood event (2009)

    Floods have caused serious flooding in downstream areas, on National Highway 1A, many sections have been deeply flooded such as Moc Bai (Que Son), Nam Phuoc (Duy Xuyen), Vinh Dien (Dien Ban). Many provincial roads connecting to National Highway 1A were also deeply flooded, causing traffic jams. In Hoi An, the water level on the roads has risen from 1.5 to 2m. Estimated damage in this flood is more than 3,500 billion VND, 52 people died, more than 5,200 houses collapsed, more than 150,000 houses had their roofs torn off, more than 50,000 houses were submerged in water.
